December: Approval was granted by Document No. (54) 340 of the Ministry of Construction, whereby the Second Electromechanical Installation Engineering Company of the Ministry’s Installation Engineering General Bureau acquired five private manufacturers in Shanghai—including Youcheng and Dajiang—and renamed the plant the State-Owned Electromechanical Installation Engineering Company Processing Plant, placed under the leadership of the Second Electromechanical Installation Engineering Company of the Ministry’s Installation Engineering General Bureau. 1955 January: Eleven machine-ironworks—including Zhongxing, Yuxiang, and Jianzhong—and six hardware material stores—including Deshun and Liyuan—were consolidated into a single operation upon approval by Document No. (55) Shixing (Deng) No. 44 issued by the Xi’an Municipal Administration for Industry and Commerce, and named the Zhongxing Metal Machinery Manufacturing Factory, placed under the administration of the Xi’an Municipal Administration for Industry and Commerce. September: Upon approval by Document No. (55) Shixing (Deng) No. 844 and the Xi’an Municipal People’s Government on September 17, the Zhongxing Metal Machinery Manufacturing Factory became a public-private joint venture, relocating to the long-neglected Weinan Guild Hall on West Street in Xi’an and placed under the leadership of the Xi’an Municipal Bureau of Local Industry. 1956 January: Nine private factories—including Songmao and Changcheng—merged into the factory. January: The Ministry of Construction acquired five private factories in Shanghai—including Xietai—and renamed the plant the First Processing & Parts Plant of the Ministry’s Installation Engineering General Bureau. In April of the same year, as part of efforts to support large-scale development in Northwest China, the Installation Engineering General Bureau directed the relocation of the Electromechanical Installation Company Processing Plant from Shanghai to Shijie Street, Hansen Village, Xi’an, placing it under the leadership of the East China Installation Engineering General Bureau of the Ministry of Construction. 1957 July: The plant relocated to Hujiamiao and was renamed the First Parts Plant of the Ministry’s Installation Engineering General Bureau.
